Abstract
Production and sale of raw materials provides a significant positive cash flow. However, these flows are subject to fluctuations in economic conditions. The growth of these financial flows requires substantial capital investments. Raw commodity market limited.
Positive cash flow should be used for the formation and development of industries, companies with high added value. The market is self-organizing system, but on a longer time horizon. Moreover, in view of the multiplicity of possible situations of quasi-equilibrium, the market does not necessarily come in the state, desirable for the society and for the individual. Therefore, targeted action is needed in order to form, the development of industries with high added value formation and development suited to their functioning economic environment.
